Dear Mr. Jacobson:
I appreciate your interest in the life net used at the Thomas Hotel fire on January 6, 1961.
An Atlas quarter-fold life net, carried on our Truck Company No. 1, figured in a successful rescue.
 This single instance, in my estimation, is a graphic justification for retention of nets as part of a truck company's equipment.
The crews of two of the first three engine companies to arrive manned the net, when two uomen appeared in third
 story windows with fire at their backs and threatening to jump. Whether they heard the exhortations
and instructions from the firemen belou to "Jump clear and land on your butt" uill never be fully determined
 except that results were excellent. The first to jump, made a successful landing and was quickly deposited on
 street. The net was rapidly repositloned and the younger woman jumped in a perfect landing. 
Those who witnessed the second jump contend no amount of training could have produced a more
splendid execution. Neither of the uomen suffered noticeable injury. There isn't the slightest doubt in my mind that, but for
 the presence of this net barely but sufficiently manned by an adequate force schooled in its application, the uomen would
have jumped to their possible death or, at least, serious injury.  There is no measurable price tag on human
 life but, in my opinion the saving of these women in one life net has Justified ell previous expenditures for this type of equipment.
With thankfulness in having a Jiigh quality net at hand to perform these/most gratifyino/rescues. I am

Despite the frequency of fires in Hong Kong, loss of life and property remains well below the levels experienced by most communities, including the United States, Canada and Britain. And regardless of its population density—something like 100,000 people to the square mile—the 3 million people in Kowloon and Victoria are well protected by more than 2,500 firemen manning some 230 modern appliances and six fireboats. And with a new fire fighter's school which is being watched by professionals die world over, the firemen of these highly-populated cities in the Crown Colony will offer even finer fire protection.
With an intensified learn-by-doing program now in effect, the colony utilizes a sparkling new million-dollar school devoted to training fire fighters.
One of the best-equipped fire fighting training establishments in the world, situated at the foot of a mountain in a green and tranquil corner of Hong Kong's New Territories, the school subjects its trainees to rigorous tests of skill, dicipHne, courage and physical stamina. Covering 8 acres, it
also serves as an ambulance depot and headquarters for the rural New Territories Command of the Fire Services Department.
Trainees must spend well over 1,000 hours in the school before "graduating" and receiving their credentials as full-fledged firemen.
Officiating at the school's opening, the governor, Sir Harold Trench, disclosed that Hong Kong will soon have a fulltime search and rescue unit, the first Commonwealth territory to possess such a team.
Sir David also stressed a vital point in his speech when he told the recruits that "to panic in the face of fire is to double or treble the dangers from the fire itself." Hence, the school was built and the rigorous training program was designed—in the words of the chief instructor—"to give every trainee the highest standard of skill, courage and physique."
Gruelling training
The tough, gruelling training takes recruits both underground and high in the air. Smoke cannisters are tossed into manholes, and an instructor barks orders as trainees toss aside bedcovers and lower themselves into the tunnel. With 37-pound breathing apparatus
on their backs, they inch along 60 feet of darkness in a simulated search for victims.
Three drill towers
From the horizontal, the trainees switch to the vertical as they shoot upward on ladders alongside three drill towers—the highest 80 feet. But before facing up to these towers, the recruits receive many hours of instructions in the rudiments of fire fighting. They learn to handle hose lines, climb ladders and lower victims.
With justifiable pride, the chief instructor points out that most of the trainees can race up four stories in 6K seconds flat, which is, he says, a record by any standards. And learning discipline dished out by a dozen instructors (the students refer to them as bulldozers) is a merciless but necessary daily routine.
Hong Kongs standards have to be high. The vast majority of its high-density population lives in skyscraper apartments which dominate the skyline. Yet such is the efficiency and speed of the fire department that in the twin cities of Victoria and Kowloon, firemen can reach the scene of any blaze within 6 minutes of the alarm being sounded.
